capping Millikan reputation as (100% - Empire Rep) makes sense. It is an elegant solution to display the conflict. And with the lore having Millikan being alien? Solves the issue of reciprocity. I wouldn't know how to code it otherwise.

In IMC space, having Millikan and Empire rep combined top out at 100% (out of 200%) for Cartel-hunting? Great. Brilliant. Love to see it.

But there is a hole - destroy enough Cartel fighters in Millikan or Cartel space? And you raise *BOTH* Empire and Millikan rep!!!

But there is a problem - once you've earned Gold-rep for the Empire and go through a gate or dock? Millikan turns on the player.

I can patrol Millikan space destroying (only) Cartel fighters, and suddenly end up treated as a hostile by Milikan. Its... Showing the beta-stage of development. 

Perhaps patrolling Millikan space shouldn't positively affect Empire reputation. And vice versa. Or be viewed as a tiny bit hostile by the opposing faction.

I'm not sure how to address this phenomenon with clearing Cartel fighters in Cartel space... Perhaps boosting whichever rep is already higher? That way when the player chooses a side, they don't lose out for attacking an enemy.
